Subject: Applications for MBBS/BDS & B.E/B. Pharmacy and Diploma Level technical courses under Self Financing Scheme for Foreign Students from developing countries for the Academic Session 2021-22.

HOM/HOP from US (Education)

Applications from foreign students for nominations to undergraduate courses in Bachelor of Engineering (B.E/B.Tech), Bachelor of Pharmacy, MBBS & BDS and Diploma in Engineering & Diploma in Pharmacy courses under Self-Financing Scheme for the academic year 2021-22 against seats granted by Ministry of Education and Ministry of Health & Family Welfare, New Delhi respectively may be forwarded to Ministry of External Affairs, Education Section, Jawaharlal Nehru Bhawan, New Delhi through Indian Missions/Posts abroad. Applications from foreign Diplomatic Missions based in India will not be entertained.

2. Kindly note that foreign candidates are required to appear in National Eligibility cum Entrance Test (NEET) conducted by NTA for admission in MBBS/ BDS UG courses in India.

3. Missions / Posts will ensure that enclosed application form complete in all respects and duly supported by the following documents in triplicate (with authentic English translations, wherever required) of only those candidates who possess the minimum qualifications as given below and are willing to join the above courses are forwarded to us:

(i) Three copies of candidate’s recent photographs duly attested by the Mission/Post pasted at prescribed places in the application;

(ii) Three attested copies of candidate’s certificates and marks sheets with percentage of marks of the qualifying examination (A certificate from the Association of Indian Universities (AIU), New Delhi that the candidate’s qualifying examination is equivalent to 10+2 standard of CBSE in India for the purpose of admission to B.E./B.Tech/B.Pharmacy/MBBS/BDS & 10th standard of CBSE in India for the purpose of admission in Diploma Level Technical courses, must be enclosed. (iii) Three attested copies of candidate’s:

  • first four pages of the passport;

  • citizenship certificate;

  • birth certificate;

  • character certificate from the Head of Institution last attended;

  • NEET-UG 2021 Score (for medical seats)

4. Eligibility criteria:

(A) For MBBS/ BDS:-

(i) A candidate must have secured a minimum of 50% aggregate marks with at least 50% in Physics, Chemistry and Biology (Botany & Zoology) separately and 50% in English in the qualifying examination (equivalent to 10+2 standard of CBSE in India - equivalence certificate from AIU, New Delhi as requested in para 3(ii) above must be enclosed).

(ii) NEET - It shall be necessary for a candidate to obtain minimum of marks at 50th percentile in NEET.

(iii) For candidates who are willing to apply for MBBS seat at AIIMS, New Delhi should check the fee details at AIIMS website.

(B) For B.E./ B.Tech:-

(i) A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry and Mathematics separately and 50% in English in the qualifying examination (equivalent to 10+2 standard of CBSE in India - equivalence certificate from AIU, New Delhi as requested in para 3(ii) above must be enclosed).

(C) For B.Pharmacy:-

A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry, Biology (Botany & Zoology) separately and 50% in English in the qualifying examination (equivalent to 10+2 standard of CBSE in India - equivalence certificate from AIU, New Delhi as requested in para 3(ii) above must be enclosed).

(D) The candidates applying for B. Arch course are required to pass the Aptitude Test as prescribed by Council of Architecture. The candidates who do not pass the Aptitude Test will not be eligible for award of enrollment by Council of Architecture, New Delhi.

(E) For Diploma in Engineering Courses:-

A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry and Mathematics and 50% in English in 10th (equivalence certificate as requested in para 2(ii) above must be enclosed).

(F) For Diploma in B.Pharmacy:-

A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry, Biology (Botany & Zoology) and 50% in English in 10th in the qualifying examination (equivalence certificate as requested in para 2(ii) above must be enclosed).

5. Missions / Posts will ensure that the eligibility criteria for the BE/B.Tech/ B.Arch./ B.Pharmacy/ MBBS /BDS/ Diploma in Engg./ Diploma in Pharmacy courses are carefully checked before forwarding applications of foreign students to the Ministry.

In case of BE/B.Tech/B.Arch/B.Pharmacy/MBBS/BDS, marks obtained in 11th standard examination should not be taken into consideration while computing marks obtained in 12th year of examination. It may also kindly be ensured that percentage of marks mentioned in the application forms are clearly indicated as such and not given in grades like A, B, C, D, E, etc. If grades are unavoidable, the marks obtained in percentages should be indicated invariably in brackets. Missions / Posts may kindly note that where percentages of marks are not indicated, applications will be rejected. Foreign students having PIO, O.C.I. card and NRIs are not eligible to apply for MEA's Self Financing Scheme.

6. Missions will ensure financial capacity of the applicant while forwarding nominations for MBBS at AIIMS, New Delhi.

7. Foreign students can also apply BE./B.Tech./B.Arch/B.Pharmacy/MBBS/BDS for nomination with pending final declaration of their qualifying examination results equivalent to 10+2 standard of CBSE. Nomination of such candidates will, however, depend upon their being eligible on the basis of merit.

8. The applicants may please be advised that merely forwarding their applications should not be treated as assurance for their nomination by the Ministry. The Ministry will scrutinize all the applications and only after these are found complete in all respects, the names of the eligible applicants will be considered for nomination on merit and preference for the course. Local examinations, if conducted by the Missions/Posts, will have no relevance for selection of candidates by the Ministry. There are no fixed quotas for any country. Missions/Posts will forward all the eligible applications as per eligibility criteria.

9. No commitment will be made by the Missions to the applicants or host Governments about the number of seats to be allocated to a particular country for a course or candidates to be selected. Also Missions may kindly send the applications to the Ministry and not directly to the concerned educational institutions. The decision of the Ministry in the selection will be final.

10. Selected candidates are expected to comply with admission formalities, fee structures and procedures of the respective colleges/universities. These may include specific medical examinations including Aids test in India.

11. The lists of colleges for MBBS/BDS courses (as per last year’s allocation) is enclosed at Annexure-I. The seats are generally allocated in these Colleges / Institutes but may vary depending on final allocation by the Ministry of Health and Family Welfare.

12. The lists of colleges for BE/B. Pharmacy courses where Ministry of Education has allotted seats is attached at Annexure-II.

13. The details of the seats allocated in Diploma level Technical Courses for 2021-22 under this scheme is attached at Annexure-III.

14. It may please be noted that above seats are on self-financing basis and Education Section in this Ministry does not provide any financial aid/scholarships to foreign students selected under above Scheme.

15. Last date for receipt of completed applications (in the prescribed proforma) in the Ministry of External Affairs (Education Section, Parliament & Coordination Division) is 31.08.2021.

16. Before forwarding nominations, it should be ascertained that Indian degrees are valid in the country(ies) of your accreditation.

17. Blank application forms are enclosed. Copies of application forms can also be made locally, if necessary. Applications should be forwarded to the Under Secretary(Education) by bag. Only ink-signed copies of the applications with original photographs pasted and attested (on the front) by the Mission should be forwarded by bag to the undersigned since Fax/scanned photographs/copies are not entertained by the Institutions. The envelope containing applications should be marked “Application under SFS Scheme”.
